The SAP Process

Intial
Assessment
The SAP conducts a face to face assessment with the employee over Zoom. This Virtual meeting allows the SAP to gather detailed information about the employee’s substance abuse history, evaluate any related issues, and assess their readiness and ability to return to safety-sensitive duties.

Recomend a Required Plan of Treatment and/or Education
Based on assessment findings, the SAP recomends a personalized plan of treatment and/or education for the employee. This plan is designed to address the employee’s substance abuse issues effectively and to meet DOT regulatory requirements for return to duty.

Send a Report to Your Employer about the Recomendation
The SAP provides a detailed report to the employer outlining the recomended plan of treatment and/or education. This report includes specific requirements and goals for the employee’s return-to-duty process, ensuring transparency and compliance with DOT regulations

Follow up
Meeting
Throughout the treatment plan, the SAP monitors the employee’s progress. This includes conducting follow-up evaluations to verify completion of the recomended program and assessing its effectiveness. The face-to-face follow-up evaluation ensures that the employee has successfully completed the requirements.
Frequently Asked Questions
Many providers found online may not be legally authorized to conduct assessments outside the states where they're licensed. To qualify as a Substance Abuse Professional (SAP), individuals must hold one of the following credentials:
- Licensed Physician (MD or DO)
- Licensed/Certifed Psychologist
- Licensed/Certifed Social Worker
- Licensed/Certified Employee Assistance Professional
- Licensed/Certifed Marriage and Family Therapist
- Certifed Drug & Alcohol Counselor (NAADAC: NCAC-I, NCAC-II, MAC)
- Certifed Drug & Alcohol Councelor (IC&RC: ICADC, ICAADC)
- Certifed Councelor (NBCC: MAC)
These Credentials are issued by state-level boards, and a providers legal authority is tied to the state where they're licensed and physically located. If the client resides in a different state, the SAP must comply with both jurisdictions-often requiring licensure in the client's state as well. Before choosing a provider, always verify:
- Their credentials and licensing body
- License numbers and verification resources
- Their ability to practice across state lines and via telehealth
If a provider struggles to explain or verify their credentials, it may signal a lack of understanding of their own licensure rules-raising serious concerns about their reliability. Transparency and accuracy in credentials are key indicators of a cometent and trustworthy SAP.
